Maybe it's because Wile keeps wasting his money on Acme Products a lot while looking through the Acme catalog saying that it can help catch a Road Runner faster than running after it, But we all know that Acme are defective to Wile after he gets them out of the box and puts them all together.
You maybe right, He must have been not reading the instructions right, or the Acme Products just don't work for him, And as I'd remembered in a scene from Looney Tunes Back in Action the Acme Chairman had some disagreement with Wile about the Acme Rocket Launcher that he'd got from them, and while Wile went off to Clean himself up he runs into a number of painful Acme Products while the Chairman is warning him about them.
Actually from what I recall, Wile E. did run after the roadrunner but the roadrunner always outran him. That's why he always made elaborate traps because Roadrunner was depicted as being faster than him.
That and Roadrunner had the uncanny supernatural ability to warp physics and reality. . . .The fact that Coyotes can outrun roadrunners in real life adds to that irony.

There is one detail the roadrunner cartoons did get right, though: One of Wile E.’s traps involved a glass of water rigged to explosives. The roadrunner takes one look at the set-up, complete with the “free drink” sign (or whatever it read; I forget, exactly), then runs up and taunts Wile E. with a sign of his own: “Roadrunners can’t read and don’t drink.” Apparently roadrunners get all the moisture they require just from eating insects.
