They're just tonics though! It's not like you ever have a reason to use them. It's just nice to have 99 of something. Heck, final fantasy 8 even encouraged you to do that crap. Looting a chest and not getting a worthless tonic is a small price to pay for having that beautiful 99 staring at you.
