I'm gonna guess either a slaver/barmaid with a bar/speakeasy operation that caters banned and/stolen ales/vintages along a secret menu of ticklish tied tasties (Perhaps she and Nikita are both after a nice ice cold dragoness with 'bandit brew' and 'rum runners' to bide for time) ... or the Pirates are paying for damages to the bar the only way they know how, monetization of their ticklish misery. (It's the only bar that will serve them and they can't afford to be banned from it) :)
