Oh hey, its a character from the 101 Dalmations cartoon, I've actually seen, (partially).
Fun fact: as a wee lad, with poor cognitive skills, I just called the original movie "Dogs". That's, literally, what I thought the movie was called, for the longest time.
Other fun fact: I got stuck, writing the above sentences, because I forgot the word, "cognitive".
