well the idea was that since it was below sea level there would be hi-hydro pressure to drive the hydro eletric generators, no need to rely on alternative sources of power
Don't think they planned on robotnik building a lab under a dam nearly 300 years back....infact maybe robotnik made the systems of dams, as a continous power supply, but when he left, the mobians reversed engineered the area and turned into a city
