This is just an application of techniques I used to make my husky tails (I need to reupload those images). I'd need dimensions and I'd have to play with the design, but at a guess...

A full sized Roo tail would be about 40 inches long, measuring from the underside, and start the curve about 14 to 18 inches from the tip.
