Ruby and Sapphire is when they added the weather effects, Sun charges Solarbeam, makes Fire Blast always hit, increases fire damage, and reduces water damage; Rain makes solarbeam charge for 3 turns, makes Thunder always hit, decreases fire damage, and increases water damage; Hail does damage to all non-ice types, makes Blizzard always hit, and increases ice damage; Sandstorm increases ground and rock damage and does damage to all non-ground, rock, or steel type (exculding the cactus pokemon). And that's about it...
