Nick's costume for the ZPD Halloween party, he decided to be cheeky and go as a gangster. In my head cannon Nick probably had some familial connections that were tied to ZPD's organized crime. As for the big butt he's wearing his own pair of inflatable shorts. Why? Something a bit goofy for the kids, something to tease Judy so she's the not the only one in puffy clothing, and he looks so damn good in it.
