Like ALL 90s jerks in action cartoon shows where you become a GIANT jerk (name one show that didn't play out in a show back then), and how cool he was AS a crystal monster, it's only fair to show off Rex Shard in magnificent "normal" prisoner hood as himself on a planetary scale.
While there is ALOT of fun and great villains from Swat Kats that I am sure you've seen here or else where, Shard is one who appeals to me the most... maybe because he one-shot villain that we can project more onto, which is my itch to scratch, as shown with Jackie "The Jackal" Oaks. So expect to see more of this jerk from me in the future ;)

The actual SWAT Kats website swatkats.info is good too. We have detailed entries for the three unfinished episodes of season two (it seems like it has more episodes than it actually does due to the shorts, but is in fact three episodes short of a full season) as well as Blowout!, Lance Falk's original idea for the season one finale, Katastrophe.
Yes and no. The episode would've been titled Cold War. He would've become a living heat sink, meaning he sucked the heat from anything he touched or got close to, leaving it frozen. I believe the SWAT Kats would've defeated him using a super hot "Lava Missile" to overload him and make him blow up with too much heat than he was capable of handling. A fun idea for a story but Falk forgot to come up with a good story to go along with it; Shard doesn't appear until the second act (!) and the entire first act is just the SWAT Kats running through a training simulator fighting various past villains and monsters (!!) and the commercial break before moving on to the next act was just them wondering whatever happened to Shard (despite the fact they saw him get arrested!). I'm sure all these issues would've been ironed out when it came time to actually write the script if Cold War had been approved, but, as it is, it didn't really wow the Hanna-Barbera execs, which has always been a problem of Falk's; he does good full-length episode scripts (most of the time) but seems to have trouble with story outlines intended for pitch meetings.
Another rejected idea of Falk's was an episode titled Blackout. It involved the villain of the title creating, well, a blackout by stealing power plants by using some kind of magnetic force to suck them underground, leaving giant holes behind. He would've eventually been revealed as an Enforcer scientist who found the technology, abandoned by its inventor years ago, and, rather than turning it in, decided to use it for his own benefit.
