I was doing some random mix-and-matching and put lion ears on a fox face, and came up with a weasel. I suppose this one's a city lawyer, or maybe a businessman brokering a deal on his cell phone while yelling at the cab that just blew past him.
I pretty much just wanted to create the character before I forgot about it.

It's much easier to create a character I know; coming up with the costume and props on a random character I just made up is harder than you'd think. Especially when HF has so many props to choose from! I first thought to make him dressed like a thug, with a biker jacket; then I thought of a different kind of "thug" and made him a lawyer. (No offense to actual lawyers, of course!)
