hmm... according to several pokedex entries, Flareon's body temperatures can reach over 1600 *F.
Of course, the pokedex entries are known for being absurd hyperbole.
Most fire-type pokemon are in the same egg groups as normal pokemon, so their body chemistry must be about the same as ours. Therefore, if they had a body temperature above 100 *C, then even if they somehow kept their internal water liquid, their urine would boil.
In a nutshell though, peeing steam is not a good idea chemically. The kidneys filter stuff out of the blood, and blood is mostly water, so urine must also consist of water, and water soluble compounds. However, at the very least urea, sodium, and potassium will all become molten at temperatures below 150 *C. However, again it must be noted that peeing molten alkali metals would probably not be pleasant or safe.
On the other hand, it does seem well-established that fire-types have higher body temperatures than other pokemon, and the kidneys and bladder are located inside the body cavity, so their contents will remain at body temperature. In other words, the answer to your question is: of course!

Really, I guess trying to come up with a biological basis for Pokemon attacks is silly, since there has to be magic involved just to produce that kind of energy.
