This a is a Prairie Falcon that just took off from the power pole it was resting on as we rolled up to it. I managed to snap the picture just as he took off, but my camera not being as stellar as I would like it came out blurry (its the shutter speed, wasn't fast enough) Still came out as a decent picture to get this pretty falcon just taking off, beak open and calling.

Its a Rough-legged Hawk, actually, an immature bird. Rough-legs are variable, having light and dark morphs. This looks like an immature light-morph bird. The long white tail with the dark band is a good identification mark, as is the dark patch on the 'wrist' of the under side of the mostly-white wings. Rough-legs also have small feet for such a large hawk, proportionall smaller than a Red-tail's.
