Noelani is a Counsel member for the universal system of government. There are 13 members, one of every species. Noelani represents the Anthrans.

She grew up in a rural tribe, and learned at a young age she picked up other languages quickly. She also was good at speaking, and then dabbled in the politics of her tribe and the surrounding areas. She moved up in the city and became a popular name. Soon she was voted in to represent all Anthrans.
