Ah, yes, reading between the lines they are saying, "your actions are politically inconvenient, it would have been better had you just died."
Sounds like neither side want a war, but don't want to lose face either, so are just following some old rules.
That said, was always a possibility that they would essentially tell him to go away. TBH, not the worst outcome.
Ryn doesn't know it yet, but her actions are going to cause more problems 9 months down the line, or however long a Fennec's pregnancy is.

Confirms it, that man back there was her farther. also that chief does look longer in age. hmmm, "they refused, they aren't going to concede for her life." given that Ryn's mother is the Chief's advisor, I'm starting to see what runs through the chief's mind and it's not going to end well for her.
Also, Kyo's chief "A shame, let her serve as a lesson then." his/her words ring with an air of concern for life, they didn't WANT to punish her if they could.
there's a narrative here from GoT that I'm going to use. not 1 for 1 but it get's the idea across.

"yes, a king must be cautious, only go to war if he knows he can win.... the tribal leader of the fennecs was cautions, even when it meant the lives of the sons and daughters there people. they died when there advisor stabbed them to death in front of everyone and not a single person batted an eyelid, due to lack of loyalty and love..."

"so, we have a king who was pious and starved himself to death, a just king who let's his own brother murder him, a king who thinks that winning and rulering are the same thing and a ruler who failed there people through caution... what do they all lack..."

"yes! a wise ruler knows what he does and knows what he doesn't, a wise rulers listens to his advisors and people. and the wisest listens till the day they die of old age in there bed. that's how you have a long wise, just and beloved reign."
i have a feeling something it going to happen to that ruler if they are not wise enough to see the opportunity in front of them.

I'm genuinely thinking Kyo's tribe was the lesser of two evils in this situation, not the death thing, but they never outright said death. it was "shame, let her be a lesson then."
if Kyo hadn't been eager to free her it might have been.
Let her be a lesson then. make her a slave wife/concubine of one of my guards. (prince of egipt moment)
i have a feeling there demands weren't as outrageous as the chief is letting on. page 7 you see Kyo's chief deep in thought on what he/she could get. a reasonable barter.
also her chief may not have a successor, and if Ryn's mother is next in line that means Ryn is next after her. a fact she may not like.
lots of reasons, all of them not good.
