They're brothers. Contrary to what one might think, the older sibling (Luxray, left) can wipe the floor with his 'little' brother (Luxio). Despite the younger brother's efforts at managing to become stronger, the older's larger tail end guarantees more powerful and commanding electric attacks.

You can figure out their personalities well enough from how they look.
