The last part is most relevant. When you are out of work and your funds are low you are most likely to jump at any offer that comes your way. The hiring organization will commonly lowball the first compensation offer, so they may be receiving your employment at a steal (which is bad for you). If you suspect you have been lowballed, I suggest you wait until your living situation has stabilized and then look for a new job. It is easier to find a new job and negotiate for a higher rate than to improve your wage within your current organization (exception: promotion to management).
