For those asking about the legal stuff, Cynder is like 12 in A New Beginning and like 17 during Dawn of the Dragon.

How old is Ember?

At least 12 since dragons are born every 12 years in the spyro world, but we don't know how much time passed between Year of the Dragon and a hero's tail when Ember first appeared, so hard to say. I would still lean towards her being underage in a Hero's tail as well. However, I am now realizing that Apollo may be meaning time since first game release. Ember first appeared in a Hero's tail in 2004, so she is 19. Cynder first appeared in a new beginning in 2006, so she is just now turning 17. Going by those rules Ember is legal and Cynder is not.
