While she's mostly been in cartoons where she's with Pepe Le Pew and says cat sounds preceded with the "le," it's kinda ambiguous to what her nationality is, considering that Warner Bros isn't known for being consistent with Looney Tunes. I see Penelope as being French-born but of a British background, since when you take into account that Pepe is a French skunk through and through, you'll recognise the symbolism. A little hint: it's also been explored and played with in the anime Hetalia.
