Probably a variation of the Hoheitszeichen aka "Nazi-Eagle" as this is a civil defence structure, not military.
Some bunkers actually had quite elaborate architectural designs on the outside, to make them less sticking out like a sore thumb in the City scape of traditionally quite beautyfull designed german cities.

Also it was a way of camouflaging the bunkers so that the Allies have a harder time to target the bunkers direktly, as they were not invulnerable to a direkt hit. Here in Frankfurt a Bunker in Frankfurt Bockenheim suffered a direkt hit by a british arial mine and was partly destroyed in 1944, 170 civilians that seeked shelter in it were killed.
