Here's something called a Wizzzer, made by Mattel around approximately 1970. It's essentially a gyroscope encased in a plastic bulb. It may have the noise you were looking for.

Max...I already liked this song when you first put it out. Paired with the story though it makes it that much better. Not only are you a good song producer, but you also have a knack for storytelling. Once again you've really combined the two talents together to produce something spectacular! Thank you.
I heard your story and song last Sunday and I found the real meaning of the song "Puff the Magic Dragon". I realized it is about a boy growing up and "abandoning" his "imaginary" childhood friend. I really think there should be another verse added to the song saying about Jacky Paper as an adult "reuniting" with Puff and telling the audience that adults don't need to abandon there childhood magic.
Kids these days don't understand that... adults tend to never grow up, they still watch Saturday morning cartoons, hold onto toys... many adults never could afford the toys they had in their childhood so they go through their youth in private and sometimes they even put out their figurines like trophies sing in the shower, dance and just have general fun because they don't have homework and... it's part of relaxation and gives them temporary happiness that they need.
When they find someone that shares the interests that they have then it makes them even more happy and if they find a mate to settle down with then all the better, sometimes they would have children and share their youthful interests with even though they know that they may not be able to afford new toys or have the time to go to these conventions, parents need to tell their kids that... it's ok to have interests in kids stuff, it's just the time and place with discipline not to let it get out of hand.
I know that this is an old story but sometimes adults... they forget that they were kids once upon a time and kids... they want to grow up too fast, be serious, what they don't see is that the soldiers in uniform that are polished and disciplined... they too kick off their shoes and relax hard work mostly deserves a good reward for efforts.
