This is about how I imagine Rag and Rap's origin story going. The two being rounded up along with all of the other street urchins, but Rags isn't about to go without a fight. She knows where this goes and wants to keep her freedom if just a little longer. Unfortunately her bond-mate in this little forced assemblage Rap wasn't quite so keen at attempting an escape it would soon appear that his compliance wasn't a much of a factor as he'd hoped. Barely keeping up with the surprisingly strong Rags at least his natural agility allowed him to keep the pace as they slipped their captors. The streets of this port town would be theirs to roam for just a little bit longer.

Actually, prisons and workhouses were more of an early industrial revolution thing. Prison was actually used more often to guarantee the accused stood trial and paid money for their crimes. Of course, the D&D world is quite a bit more chaotic with many different races and cultures and tribes of goblins or giant monsters or crazy hermit wizards hiding in every swamp just outside town, so what is and isn't a social anachronism can be quite vague because there's just no telling how this or that society will cope with its own environmental pressure and material conditions.

I imagine in this sort of setting they just want to keep as much riff-raff off the streets as possible, and where they end up is somebody else's problem. I wouldn't doubt the guards would probably not be opposed to the occasional kickbacks from providing labour-machines, no matter how young, to the less scrupulous of authorities
