My first attempt to give a hint how The Palace on "Sanctuary Shard" in Haat'Tar looks.

As legends say, this Palace was first constructed by order of "Blazing Lord" Kaida, powerful dragon and champion of light. Kaida held whole continent under her protection but demanded to be worshiped. Kaida's ultimate goal was to secure millions of followers and eventually reach godhood. That plan backfired when Kaida reached her first ascension into Celestial Dragon. Neighbouring nations fearing that next ascension will turn Kaida into some sort of deity decided to declare war and launch premature strike. This resulted in situation when Kaida found herself besieged in her Palace. There was only one way into the palace at ground level - it's massive gates, Kaida managed to hold that choke point to prevent enemies from entering the Palace. At some point Divine Intervention occurred, but information about that is partial and clearly incomplete. Legend says that in few moments after Kaida was defeated, Elion, God of Light and Creation arrived and stopped all hostilities. Then continent was lifted up into space, becoming "Sanctuary Shard". Rumours say, that one of the sacred reliquaries in the Palace still holds Kaida's remains. Nevertheless, Kaida wasn't ever seen again after that battle. And her Palace stands, serving as residence of Elion's avatar.

Palace is huge, main tower stands at 510m tall, and that's not counting "small" 82m tall pyramid sitting on top of the roof. Overall, the Palace is about 1700m long and 1600m wide. It's possible that underground sections are larger than the Palace itself.
