This isn't the entire rebellion on Thex, but it's part of it consisting of Ozzmo and his friend group. Most of them are people I made up recently, including Zi, Azeria, and Artie (the other three were pre-made). Deacon Armadillo waving up top is just a reference to him sorta being a mentor to them on the side, and the only member of this team who isn't rocking the punk style is Levi since she's technically not a part of the group either but the one behind all the rallies against the king.

Here's some lore: Ozzmo's friend group had 8 members before 3 were detained by Maximus' forces or possibly even joined the Lawless as anarchists. Levi and her brother Jerry being attached to the rabbit pretty much fills in for them. Unlike the Lawless who use brute force even at the cost of civilian life, the local rebel faction led by Levi, Jerry, and Ozzmo is a lot more subtle in their approach before the mob was formed at the start of Anthroshock. It just so happens that because Ozzmo and his friends have a distinguishable style, they decided to make themselves a target for the King so that he's kept busy while the rest of the rebellion forms in secret. They'll typically work using art as a weapon by vandalizing and disrupting valuable properties of Maximus' followers.

Also, Zi was specifically designed to show that even though Maximus is a horse, that doesn't mean every other horse in AS is evil or as detailed as him too.
