An arknights inspired adoptable!

Yeah, I've been playing the game a lot and figured I might as well make an operator oc as an adoptable. In my mind, he's supposed to be a decel binder with either a stun or some kind of debuff mechanic. Oh and he's definitely from Rhine Lab!
