Excellent question!
In Tides of Darkness, being based on Spyro the Dragon, dragons are associated with one or another elemental power: fire, ice, lightning, etc. In Lazuli's case, she's a water-dragon in that setting. I usually establish her as having more lightning-based abilities in Pathfinder but with a deep love of water, but given her overall design, appearance, and availability (and the fact that I could only chose one element), I went with water here.
