Not alot of people got the context here, but it's more of a war scene then anything.
As the colony is disrupted by an ambush attack caused by the kingdom's Rose Militia, the colonists who dwell on the colonies are caught in this attack causing many to burn and shout out in fear, soldiers of the federation aiming their rifles at the incoming enemies, those anti material rifles won't do so much to the newly designed militia armour, only leaving dents or scratch marks.
The macro soldiers, two of them that were leading the attack in the front lines was an Kitsune and an Fox. Both were on their lust as they ate civilians that tried to run away from them, stomping their bare paws onto those who stood in their way, and they know that the federation cannot do nothing. Their gundam pilot isn't here to save them today, they'll suffer pain and regret that they try to fight them both. The civilians scream in total terror as they run for their lives, likely not to survive this devasting attack. Rifles are not needed to be used when a colony isn't prepared to protect it's home, those who run were crunched to pools of blood, some fell down from burning buildings desperately trying to escape the horror, and soon the colony's cities began to blaze in a burning flame.
Federation soldiers pulled others from as they watched their loved and close ones die before their eyes.. Some might've escaped but those the rest who still squirm and push themselves to leave their homes to grab arms to fight these towering monsters called macros, even so some tried to stand up but they ended up in custody of their enemies. This is war, the militia's attack on the colonies is something to be feared of, the federation doesn't seem have the willpower to keep on going.
So this scene takes place on a O'Neill Cylinder Space Colony, like the ones from Mobile Suit Gundam 0079.
