If powder and shot are a problem, it might be useful to deprecate back to "Cap and Ball" firearms (complete with bullet molds and powder flasks), until they can secure commercial ammo to return to modern equipment. At least with bullet molds, all you need is a camp fire and lead tire balance weights, or scrap lead from disassembled car batteries.
