The Emperor is a figure of complete dominion over his realm--everything he touches, he can command. However, he is not a force of fear or unchecked authoritarianism. This is a father figure who directs with a firm and persuasive, but fair, hand. He provides structure, but not all structure is ordered or artificial, and the manmade world has never developed a structure as durable on its own terms as a tree.
