It looks like a banjo, but this is a banjo-ukulele or sometimes called a banjolele for short. It has four nylon strings tuned like a standard ukulele. The banjo head gives it a sound unlike a wood-box ukulele, but it is mellower than a modern steel string banjo.

A followup thought...
I like and appreciate flags, and I'm impressed by the quality of the fabric, the stitching and craftsmanship I see in this flag. Even the stars look individually sewn if my eyes aren't tricking me. That's no mass-produced Wal-Mart flag, folks...whoever made that flag clearly cared about it.
