Think about that for a bit. Rough, lazy criminal with mob ties, such that it got him killed, a couple of times. Also, it's not that he was strictly "evil" in the sense that he was actively malevolent, but his sheer self-interested egoism and frequent bouts of ambivalence ARE, in a certain sense, evil, as they are quite socially-negative. And, as Annabel said, he's a hellhound mostly because, if you fire an angel, what's left?
He seemed to come through in the end, is all. It's been awhile since I looked at All Dogs Go to Heaven, but I remember that he helped that girl out. He's self-centered and definitely not a hero, but he seems much more suited to being an anti-hero than a true villain, I think.
