If his head was smaller, it'd make him look way bulkier.
And no, I don't usually do "Muscular" too often. Using the Bruce Timm's body method, there's no unhealthy bulging of the deltoids, pecs, biceps, etc. Just enough for him to look like he could easily rip the roof off a Hummer like he was opening a can of Spaghetti-O's. ^___^

Maybe someone should draw Tonka in a nightmare world where everyone is laughing at him because he has actually has two spaghetti strands for arms. He wakes up and sees that his arms are as large and beefcake as they should be once more and he kisses one of them saying, "Please don't ever leave me, muscley arms."
Well, actually with aging, there are processes that occur that do convert all that hard-earned muscle into fat. This is why men who are bodybuilders at age 30 become morbidly obese at age 60 and why a swimmer's physique is better than a bodybuilder's one. You've got to keep exercising otherwise you'll become Fatty McGee by the time you reach AARP age.
