I imagine it would be something like this: Trevor is abducted on Earth by Gantu's ship, taken to a laboratory on an asteroid for this experiment. Hämsterviel is fed up with losing against Stich and his pet the human girl, so if he wants to win he will use poison against poison. Luckily for him he has genetic samples from the 627 experiments he did in conjunction with his colleague (counting experiment number 00). The experiment is a success and Trevor is turned into a perfect replica of 626, now all that remains is to reprogram him to make him completely loyal and obedient, eliminate his personality and the malicious nature of the experiment completely take control.

But it is only the beginning. Seeing how easily moldable humans are and the perfect copy that he has just created, the plans have changed. What Jumba I know is wasting time collecting marbles!. Now the great Hämsterviel will make his own versions of all 627 experiments, he has DNA samples from all of them, and there are plenty of humans on that planet. More than that, he will make an army of each!!, all reprogrammed and altered to be absolutely loyal to him. You can't miss a few subtle improvements to make them stronger and meaner than the originals, no positive feelings or thoughts!!, so they won't be able to betray you again.

And now Hämsterviel will test the next sample, perhaps experiment 624 (angel)?

Honestly, not a bad idea- though I imagine Stitch-trevor may be hard to pin down and reprogram.
