Here Kayko tries to hold a bursting dam in place long enough to evacuate the town below. Supposed to be a country similar to either North Korea, or the former Soviet Bloc One which is both very isolated, and totalitarian. It was and is still very common to hide disasters in places like that, rather than admit any form of fault from the government. Kayko was alerted to the situation, and despite the danger from the local regime, decided to step in. The local people had been ordered to stay in place by the authorities, and told there is no problem. It wasn't until the macro showed up that a full on evac started. Hopefully its not too late.
