I imagine it was Fang who convinced Sonic and Knuckles that it might be fun to pose for a photograph in the stocks, and Charmy perhaps mentioning that prisoners would often be barefoot when in the stocks so to 'make it more authentic' they'd remove their shoes for the photograph. Then it's a demonstration of what torments prisoners in the stocks might have faced and at this point Sonic and Knuckles realise Fang and Charmy were just planning on an excuse for tickling them silly....
