Depends on the following:
#1: How much of the contents is water.
#2: Whether he filters out the water or swallows it.
#2.1: Whether swallowed water is relevant to his capacity to perform special water-based attacks.
#3: Whether the nest is actual size, or bigger on the inside like Oscar the Grouch's trash can.
Maybe the only reason he hasn't swallowed yet is because he's waiting for someone to say "Bet you can't."
