I'm thinking that's not in the states. I am not familiar with that truck. The trailer is very low but that could be explained by the cargo. Drinks aka water is heavy and you cant pile it on until you max out the weight limit of the roads.

There was a foreign number plate on it, but i never saw where it was from

Being from Europe does make sense.

Europe is a lot more restricting when it comes to semis than the states are.

Heh yeah- trucks over here are one thing, but i sure as heck wouldn't fancy messing with an American 'big rig' !!

Went past a crash about a week ago, some Polish lorry driver had slammed into the back of an estate car, not nice :(

Overall length for semitrailer-trucks is restricted to 16,80 meters (55 feet)
in Europe. Total weight limit is 40 tonns.
