everyone knows three things
1: magical girl powers include balance in heels
2: The the entire outfit is mandatory. Therefore while powered up, the boots, along with the rest of the uniform, acts like it's glued to their body.
3: Once powered up, you can't power down until the villain of the week is defeated. Hard to do if they decide to troll you by running when you power up.
