From years of peace, prosperity all come collapsing down to near Genocide lead to the galaxy's greatest diplomats even through tough times.

The Oakutaruians, better known as Czarians is a deer-canine that originally originated on the second planet of the Olsungar System. They were originally an empire prior to the Republic's founding, they were originally called the Czarian Empire but following after their near Genocide at the hands of the Oltanians they became part of the Republic, more importantly their little empire became known as the Lower Republic Territory. Their little area of space has been known for their green architecture, they were also responsible for the greenification of the Capital City of the Republic and subsequent terraforming that helped balanced the planet's environment. Notable members of the Czarians are Sergei Kuznetsov and Nataysha Romanov both are members of the RCIS Branch located in City of Metro which is located on Oakutarui III.

Oakutaruians are known for their transgender property, able to switch between genders at a whim, they are one of the few gender fluid species in the galaxy that can change their gender without much effort. Surgeons in the Lower Republic are trained in transgender surgery along with any other surgery technique they learn along the way, Gender surgery in the Oakutaruian section of the Galaxy is a common practice, however following after the First Galactic War, the trans-gender community of the Oakutaruians have received disrespect for their ideology because its not widely accepted, the reason behind this is many Oakutaruians were killed in the Battle of Oakutarui III. Czaria was razed and Oakutarui III attacked the Oakutaruians that were left were in outer colonies, where they suppressed their transgender ways. Now the transgender community of the Oakutaruians remain under scrutiny but it doesn't stop them from following their traditions.
