Maul and Savage can easily become of one mind and purpose, through their loyalty to Monarch and Imperious. When their already terrifying strength and lethality isn't sufficient, or the time comes for everything to be utterly destroyed, this is the result. Somewhere in Maul's ancestry is one of the Jotun of Muspelheim, how it came to be a riddle for the ages. The power is too dormant in the bear to be awoken by anything less than the Unified state, and the duo keep it a surprise that only Monarch and Imperious are aware of until it's too late. I
With the power awoken, on top of Savage's already considerable stockpile of power and Maul's enhanced abilities and training, the two gain the strength and durability of one of the Jotun destined to end the world at Ragnarok, wielding Muspelheim's primordial fires to devastating effect. Yet also in this state they are berserk and barely able to control themselves if at all. Not that they care, as the only person's safety they are concerned about is more than able to flee the area and watch the destruction from a safe distance. Only Monarch and Imperious can make the bear stop, short of beating the beast into submission. A feat worthy of a hero.
