Kathy knows Sandy too well to want her at her right hand, telling her what to do. Sandy has no experience in how things run in Rackenroon. She would be a liability, and one who would lean on the priveledge of being "your sister" to get her way.
Would you want to use a cab driver who had just moved to the city yesterday? No. Have surgery from a med student? No. Trust your child to a babysitter with no experience with kids? No.
Maybe after a few years of learning the ropes, Sandy might make a good Vorthy. But just because she wants the job now that her head has been turned by being treated like a Princess instead of an ambulance driver is no reason to give it to her. Kathy's already made a lot of mistakes, and at lest she can see how big this mistake would be.
