Cinderace got captured by an unknown trainer and lock him up in a bathroom filled with pipes that connects to a cold water tank. The pipes not only restrained his body and legs, it also has two hoses at end for spraying thin steams of water to the Fire-type Pokemon's feet. And having his toes cuffed, he can't do anything but feel the chilling and tickling sensation for a long time.
