Hm, nothing could be done if they don't follow you. That's their own inattentiveness. Though i don't know the stipulations of this draw. Usually a rule a lot of artists have, as i'm sure you're aware, is that the entrants need to be following them. Think it's to help keep things like folks not responding if they win from happening. Also the whole more followers for the artist. But, yeah. Nothing to be done if they weren't following you. That's their bad.
No, no, here I'm saying that they don't follow me in the sense that they watch me, but they don't pay attention to my profile. Or don't attend FA in general. In the lottery, there was a condition to watch me, but... As I see over and over again, this does not guarantee that people will follow the profile
