The prize for winning is to have your cuteness shown off to the world for the whole year so that everyone has a chance to see that cute winner
So having been tightly strapped and secured to a large picture frame, Rhubin is now helplessly bound and displayed for all to see, the gag is there purely for aesthetic reasons and totally not so that he cannot ask for help...
And with that, Drac has won the war. Rhubin is now officially the cute one and everyone all year will know it!
