It's a community on LiveJournal :) First, you have to apply to it, and the moderators check out your art. If they like what they see, then you can participate :)
Every month, you sign up with a character and a theme (they have their little form you fill out and post it as a comment). When the sign-ups close, it's like a Secret Santa then...you randomly get a participant (and you get selected to someone secretly), and then you've got a month to complete the drawing :) That's pretty much it :)
