Time to introduce the leading group of the Eggman Empire, second only to Eggman himself, the Chaos Council (All but one of the are original characters I have made)
The ruling body of the Eggman Empire, second only to Eggman himself. When the "good" doctor is unavailable, the council takes charge of the Empire in his stead, taking care of propaganda, commanding the military, and even dealing with diplomatic work if needed. The council is limited to 12 members at a time, and membership occasionally changes depending if a member retires, is unable to perform their duty any longer, or has passed away.
Right now, the current members are, from left to right in terms of silhouettes:
General Butcher
Originally a commanding officer in the G.U.N., Butcher was discharged for his temper and unfair treatment of soldiers under him. Eventually, the mouse joined the Eggman Empire and quickly rose up the ranks to become head of the empire's military operations and expansions, as well as earning a seat on the Chaos Council. He still treats his men unfairly, but since the majority of the empire's organic soldiers are brainwashed civilians, he never gets called out on it.
Butcher is one of those military generals who would put his own ego over the well-being of his soldiers. He is also quite loyal to Eggman (to the point of unhealthy patriotism). Of course, he has quite the temper and could easily get riled up (especially in regards to his height).
The general unfortunately lacks any skills that would make him a major threat and his military strategies leave much to desire. His only saving grace is his tank piloting skills, where he is a force to be reckoned with (Makes you wonder if Eggman only allowed him on the Council because he thought it would be funny).

Khepri the Scarab
An orphan hailing from the deserts of the Sol Kingdom. Khepri wanted nothing more than to protect her home, so she ventured to the outside world to find ways to save her home, eventually coming across a village occupied by the Eggman Empire. Seeing what the people are like in the village, Khepri became interested in joining the Empire, believing that they are trying to bring order to the world. She traveled to New Yoke City and joined the military, becoming a spy for the Empire, eventually earning a seat among the Chaos Council and becoming head of the Empire's Black Ops division. She was assigned to act as the royal advisor for their puppet ruler after Conquering the Sol Kingdom, so that she can make sure things are running smoothly.
Khepri presents herself as a cold and professional individual, focusing solely on her missions and nothing else. But take her wrapping off and she turns out to be incredibly shy and anti-social, always running away from social gatherings the first chance she gets. She also believes that the Eggman Empire are the good guys and are trying to bring order to the world, blind to the atrocities they commit.
Thanks to years of research on her homeland's ancient magic, Khepri is capable of manipulating light, from firing beams of light to manipulating light to create illusions, earning her the moniker "The Mirage".

Captain Hydra
An infamous pirate that terrorizes the oceans of Gaia (the name of the planet that Sonic Ultima takes place in). Hydra caught the attention of Eggman, who wanted to recruit her and her crew, but the pirate was not interested in joining until she was promised dominion of the seas. Now she leads the empire's navy forces with her personal flagship, Dagon's Maw, as she brings the oceans under Eggman's control, all the while satiating her greed and bloodlust.
Hydra is a ruthless pirate who wanted nothing more than to spread terror across the seas. Of course, she enjoys a good fight and usually gives her enemies a fair chance against her, just so that she could take her time beating them to a pulp.
Hydra can use her bioluminescence to light up dark areas, as well as put others in a small trance for her to attack. She is also skilled with a cutlass, a flintlock pistol, and a trident she stole from an ancient city, which she can control the weather with.

Lode the Bull
Born without horns, Lode was mocked by his village to the point where he ran away when he came of age. After wandering the country for a while as a biker criminal, Lode eventually caught Eggman's attention, who offered him a chance to become something more. Lode accepted Eggman's proposal, receiving cybernetic implants and robotic horns, which he uses to enact his revenge against the village that mocked him before becoming the feared outlaw he always wanted to be. Now as a member of the Chaos Council, he leads a group of bandits he "coerced" into joining as they wander the Scraplands, hunting down any deserters of the Eggman Empire.
Lode prides himself on striking fear in his enemies. He presents himself as a fearsome and unstoppable outlaw, but deep down, he is very insecure and cowardly, as he tries his best to make sure to live up to the reputation he built for himself. Take away his implants and he'll fold faster than origami.
Thanks to the cybernetic implants Eggman gave him, Lode gains magnetic abilities that allow him to move metal objects and create constructs out of any metal within his vicinity. However, the source of his power comes from his horns, which are tempered by the metal bracelets he wears.

Frost the Wolf
A native of the Sol Kingdom who was good friends with the princess, Blaze. However, Frost secretly resented Blaze, thinking that she was too weak to protect their home and believing that the princess' pyrokinesis should be in better hands (her's). When she heard of what is happening outside the kingdom, particularly the Eggman Empire, Frost thought that the kingdom was too weak to fight them off and thought it would be better to ally with them instead. So she contacted them and helped them invade the Sol Kingdom, giving them information and potential threats. She even personally helped the empire with the invasion, even killing the king (although much to her frustration, Princess Blaze escaped with the Sol Emerald). Afterwards, she joined it's army and quickly rose up the ranks thanks to her cryokinetic powers, until she was given a seat among the Chaos Council.
Frost is Blaze's opposite in every way, and not just in terms of species and abilities. While Blaze is reserved and is afraid of getting too close to anyone without hurting them with her pyrokinesis, Frost fully embraces her cryokinesis and does not hesitate to use them however she sees fit. She is prim and proper, like a princess (even though she is not one), but has a sadistic side that causes some of her own soldiers to be a little terrified of her, earning her the nickname "The Ice Witch".
Frost has cryokinetic abilities and utilises them in ways Blaze was too afraid to do with her own powers, such as creating entire armies of ice monsters and fortresses made of ice. She is also skilled with a rapier and could even incorporate her ice powers with her swordsmanship, making her a deadly foe.

Kilo Prower
Kilo Prower is one of the twin sons of Sylas Prower, a member of the Eggman Empire's Chaos Council. Unlike his twin brother, Miles, Kilo fully embraces the empire's philosophy of subjugation. And yet, despite being everything Sylas wants in a son, Sylas keeps favoring Miles, which causes Kilo to slowly resent Miles over time. When Miles ran away and eventually, defected from the Eggman Empire, Kilo saw this as an opportunity to finally prove himself to his father and Eggman. He began to take his studies and training seriously until eventually, Kilo succeeded his father as a member of the Chaos Council, which makes him the youngest member.
He's essentially Anti-Tails (or Miles) from the Archie comics. Whereas Tails is kind and humble, Kilo is cruel, petty, and arrogant. As stated in his backstory, Kilo resents Tails for being, in his eyes, "Father's favorite", despite having all the qualities Sylas wants Tails to have (sound familiar?). So every time they encounter each other, Kilo stubbornly calls Tails by his birth name or any other insult like "Two-Tailed Freak".
He has the same mechanical skills as Tails, only not as talented (yet another reason he hates him). Although to make up for it, he is adept in deceit, using the same technology that Tails uses (most likely he copied it).

Mesmo the Spider
Born in Pumpkin Hill, Mesmo was a member of the Mystic Haunt Troupe, a traveling circus with a Halloween theme. Despite enjoying the spotlight as the troupe's top performer and puppeteer, Mesmo felt that people are stupid on their own and needed someone to tell them what to do. When the Eggman Empire came knocking, Mesmo wasted no time selling out his circus and quickly rose up the ranks with his silver tongue and hypnotic abilities, earning him a spot among the Empire's Chaos Council and is now in charge of the brainwashing division.
Mesmo is the kind of person who prefers manipulating his victims and breaking them down mentally and emotionally, making it easier (and fun) for him to brainwash them. He also seems to enjoy tormenting Tails and Amy, the former he tries to capture and "sway" back into the empire and the latter he taunts for what he did to her sister... He also runs a circus in his territory of the Eggman Empire in his spare time, usually to show off the latest Egg Puppet he had converted.
As a spider, Mesmo can spin silk, which he uses to control the movements of anything and anyone he desires. Thanks to the Eggman Empire, he has access to a vast amount of technology that expands his hypnotic abilities, such as giving him a hypnotic gaze.

Orochi the Serpent
Hailing from the sacred land of Azuma, young Hannya was the youngest (a baby, even) of eight children of the infamous Aku clan. The Aku clan terrorized Azuma for centuries until they were finally wiped out by the four heroes of Azuma, leaving young Hannya as the sole survivor. Hannya was then found and adopted by one of the ruling families of Azuma and was treated well. But one day, when she was older, she discovered her true heritage and a deep resentment was formed. She left Azuma with her most loyal retainer and wandered the outside world, eventually finding themselves in the Eggman Empire's capital, New Yoke City. There, she and her retainer had to steal from the empire to survive, which earned the ire of a few soldiers, but no matter how many times the empire's forces tried to apprehend them, Hannya and her retainer managed to fight them off every single time. Soon, she caught the attention of Eggman himself and decided to confront her directly. He was very impressed of her skills and power, as well as the retainers loyalty to his charge that he offered her a place among the Chaos Council. She accepted, hoping to use the empire's resources to enact her revenge on all of Azuma and avenge her birth clan, even renaming herself after the country's most feared monster, Orochi.
Orochi is fairly calm and rarely shows any emotion, even in battle. But that does not mean she lacks emotion. In fact, when pushed to far, Orochi can be very bloodthirsty, especially against an opponent that could land a blow against her. She has a fierce hatred for her birth country of Azuma and dreams of the day where she could burn the country to the ground.
As a member of the extinct Aku clan, Orochi is skilled in black magic, capable of creating monsters out of negative emotions (her own or from others). Orochi is skilled with a blade as well. However, Orochi's greatest power is summoning a blood moon, where her powers increase dramatically and, as a last resort, could even turn into a giant, eight-headed serpent (However, that would require her to let her hatred consume her).

Battle Kukku XVI (Also known as Speedy)
The latest of the Kukku family entrusted with the Eggman Empire's air force, the Battle Bird Armada, Battle Kukku XVI (or Speedy, as some people call him) inherited both the position on the Chaos Council and the Armada from his father, Battle Kukku XV.
Speedy is very cocky, taking pride in his skills in aerial combat and being the fastest flier in the empire, although it is not recommended to mention always being out-flown by Jet the Hawk and Tails around him. The Kukku and Prower families have a fierce rivalry, which extended into their heirs, so Speedy and Kilo don't exactly get along well. In fact, Speedy's grudge also extended to Tails as well, even being one of his chief bullies back when Tails was still in the empire (although he would not admit it, but Speedy has slowly developed some respect for the two-tailed fox recently for being able to fly).
As a bird, Speedy can of course fly. His uniform could also morph into battle armor for enhanced speed, attack, and durability.

Fame the Rabbit & Fortune the Frog
Fame was a small-time con-artist living on the streets of Station Square while Fortune (going by the name Fanny back then) worked for her parents' fast food joint, Froggy Fries, as the one who attracts customers. Those two meet when Fame tried to scam the joint and Fortune, instead of reporting him to the police, helped him clean the place dry and ran away with him. Since then, those two traveled across the country, pulling scams and later on, robberies, in many cities, with Fortune lulling hapless victims with her acting and singing, and Fame with his wit and charm, until they eventually got married. However, they bit off more than they could chew when they attempted to steal from the Eggman Empire, but one thing led to another and they were caught. But instead of punishing them, Eggman was impressed with their skillsets and teamwork, and offered them the opportunity to use their abilities for the Empire, which they accepted. They quickly proved themselves to be valuable assets and have managed to become the only pair to share a spot on the Chaos Council, with Fame being in charge of the Empire's finances and Fortune in charge of media and propaganda.
Fame is the kind of man who would lure unsuspecting people with making their dreams come true, only to snatch their hopes away at the last second. He is charming, but in a way that makes him untrustworthy, and the only thing he cares about is money (although he cares about Fortune more). Of course, he is smart enough to cut his losses and retreat when things don't go his way.
Fortune is very vain. She loves the spotlight and hates it when she's not the center of attention (although she is willing to make an exception with Fame). Of course, it is not recommended for any one to remind her of her time as the "Starlet of Froggy Fries", otherwise she will show them why she is called "The Toxic Idol".
Fame is very skilled in evasiveness and has strong legs that allows him to jump at great distances (due to him being a rabbit). In addition, he is incredibly lucky, as situations he finds himself in always end up in his favor. Although even his luck has limits.
Fortune is incredibly gifted in acting and singing, able to mesmerise crowds with her angelic voice (although not hypnotize them to the extent as Mesmo). Of course, her greatest weapon is the poison her skin exudes, which can cause many effects depending on the dosage (Knocking a person out at smaller dosages to outright fatal effects at larger dosages). Of course, Fortune has to wear special fabric to prevent others (especially Fame, who wears gloves of that same fabric) from accidently being poisoned by her.

Elbrus the Tiger
Elbrus grew up in the snowy landscape of Glacierland where an offshoot of the lost Echidna tribe once inhabited, thinking that the world is broken and needs a firm hand to protect it. Once he was old enough, he left his village and wandered the world, looking to become the strongest. Eventually, Elbrus joined the Eggman Empire as a way to get stronger, rising up the ranks and earning a spot among the Chaos Council. Of course, he lost his arms in an accident when he tried to rescue some rookies, forcing him to get mechanical replacements.
Elbrus values strength and has a code of honor. As such, he always fights fairly. He admires the lost Echidna Tribe and respects Knuckles as a fellow warrior. However, while he is aware of the atrocities the Eggman Empire commits, he ignores them, as he sees them as a necessary evil.
Elbrus is very strong, capable of lifting boulders twice his size and crushing large objects with his bare hands. Heck, he could even be as strong as Knuckles! After losing his arms, they were replaced with robotic arms that can generate intense heat to create magma, even causing eruptions from the ground.

Since then, those two traveled across the country, pulling scams and later on, robberies, in many cities, with Fortune lulling hapless victims with her acting and singing, and Fame with his wit and charm, until they eventually got married. However, they bit off more than they could chew when they attempted to steal from the Eggman Empire, but one thing led to another and they were caught. But instead of punishing them, Eggman was impressed with their skillsets and teamwork, and offered them the opportunity to use their abilities for the Empire, which they accepted. They quickly proved themselves to be valuable assets and have managed to become the only pair to share a spot on the Chaos Council, with Fame being in charge of the Empire's finances and Fortune in charge of media and propaganda.
Fame is the kind of man who would lure unsuspecting people with making their dreams come true, only to snatch their hopes away at the last second. He is charming, but in a way that makes him untrustworthy, and the only thing he cares about is money (although he cares about Fortune more). Of course, he is smart enough to cut his losses and retreat when things don't go his way.
Fortune is very vain. She loves the spotlight and hates it when she's not the center of attention (although she is willing to make an exception with Fame). Of course, it is not recommended for any one to remind her of her time as the "Starlet of Froggy Fries", otherwise she will show them why she is called "The Toxic Idol".
Fame is very skilled in evasiveness and has strong legs that allows him to jump at great distances (due to him being a rabbit). In addition, he is incredibly lucky, as situations he finds himself in always end up in his favor. Although even his luck has limits.
Fortune is incredibly gifted in acting and singing, able to mesmerise crowds with her angelic voice (although not hypnotize them to the extent as Mesmo). Of course, her greatest weapon is the poison her skin exudes, which can cause many effects depending on the dosage (Knocking a person out at smaller dosages to outright fatal effects at larger dosages). Of course, Fortune has to wear special fabric to prevent others (especially Fame, who wears gloves of that same fabric) from accidently being poisoned by her.

Elbrus the Tiger
Elbrus grew up in the snowy landscape of Glacierland where an offshoot of the lost Echidna tribe once inhabited, thinking that the world is broken and needs a firm hand to protect it. Once he was old enough, he left his village and wandered the world, looking to become the strongest. Eventually, Elbrus joined the Eggman Empire as a way to get stronger, rising up the ranks and earning a spot among the Chaos Council. Of course, he lost his arms in an accident when he tried to rescue some rookies, forcing him to get mechanical replacements.
Elbrus values strength and has a code of honor. As such, he always fights fairly. He admires the lost Echidna Tribe and respects Knuckles as a fellow warrior. However, while he is aware of the atrocities the Eggman Empire commits, he ignores them, as he sees them as a necessary evil.
Elbrus is very strong, capable of lifting boulders twice his size and crushing large objects with his bare hands. Heck, he could even be as strong as Knuckles! After losing his arms, they were replaced with robotic arms that can generate intense heat to create magma, even causing eruptions from the ground.
