The glow is more of a majestic power that is passed down to the water-type dragons from generations, and those who have the glow are unique with more powerful abilities.
In Taniyn's case, his glowing power allows him to bend water, turn liquid into ice or ice into liquid. His telepathic power allows him to communicate through minds, and he can also telepathically feel other people's true nature and desires.
