Well, technically speaking, Stitch IS canonically eighteen years old as of the Stitch! anime (No not the original cartoon, there was an anima called Stitch! back in...2008-9-ish I think), I guess in some parts of the world he'd be old enough to drink. XD
But he suffers from cartoon syndrome, also known as eternal youth syndrome.
