I rather like her bed-fluffed hair.

Yes.
Usually I have the main inked sketch layer, and a layer for coloring. It's either above or below the layer for the lineart depending on if i want a background for it.
And if i feel hardcore, I have an extra one for shading, but I usually like to keep shading and main colors on the same layer so i can blend them
