its been quite a while now but i think i did it with a base of polyester fiber like one would use for stuffed animals, wrapped with thread to compact it then building on top of that with felted wool layers. if i were to start again id definitely just make a foam base and put a layer of normal felt over the top then a needlefelted layer. also thank you very much! <3
