That's the thing about a Vigilante, Draco. Taking justice into your own hands, dealing out punishments to fit the crime, beatings or what not. Those who sin aren't necessarily corrupt because sinning could be anything deemed wrong by god. Committing a sin is controversial at best.

Besides, have a look over at the VPD and tell me no one there is going to abuse their role to eat someone. Tell me someone ain't gonna just say "You're resisting arrest" to eat someone, despite no initial charges. :\ Vigilants to bad things to bad people, that's how they work. Batman beat the living shit out of people, tied them up and left them for the cops.
